MEETINGS
DENVER HIV RESOURCES PLANNING COUNCIL (DHRPC):
DHRPC meetings are an opportunity for all members to discuss issues currently impacting people living with HIV (PLHIV) in the Denver metro area, share work being done in the committees, receive updates from Denver HIV Resources, explore ways to assist in the fight against HIV on a national scale, and vote on various Planning Council affairs throughout the year. Meetings are open to the public.

COMMUNITY ENGAGEMENT COMMITTEE (CEC):

Facilitates and plans ongoing Need Assessment listening sessions and focus groups

Reviews qualitative and quantitative data assessments
-
Ensures that PLHIV have a role in the Priority Setting process

RULES AND MEMBERSHIP DEVELOPMENT COMMITTEE (RMDC):

Reviews and revises the DHRPC Bylaws

Guides the directive process and submission

Assists in leadership and membership trainings

Coordinates new member recruitment, interviews, and member orientation

Reviews meeting attendance and council representation

SERVICE STANDARD COMMITTEE (SSC):

Reviews the Service Standards which guide providers in the delivery of services

Ensures a broad-based community process, including meaningful participation from PLHIV
-
Coordinates with the office of Denver HIV Resources (DHR) to identify Service Standards that require review

Executive Committee (EC):

Obtain updates from Committee Co-Chairs

Review emerging issues discussed at DHRPC meetings

Review materials and create agenda for general monthly PC meetings

PRIORTITY SETTING AND RESOURCE ALLOCATION DATA PLANNING COMMITTEE (PSRADPC):
-
Identify training needs of DHRPC members to increase knowledge prior to PSRA (i.e. – service utilization data, category descriptions and what can actually be provided, etc.);

Coordinate to provide those trainings throughout the year at DHRPC or special meetings (council meetings, data trainings, committee meetings, etc.)
-
Identify data needed for PSRA training(s) in collaboration with DHR;

Identify content and process for PSRA (slide, voting method, facilitation, etc.);

Coordinate with other workgroups and DHRPC to identify focus areas for discussion; and
-
Update resource documents for training and meetings (i.e. HRSA & general category descriptions, service assessment- in and outside RWHAP, etc.).

Meet as needed to develop the PSRA process.

The Denver Principles
In 1983, a remarkable group of people attending the 5th Annual Gay and Lesbian Health Conference in Denver, drafted the Denver Principles, a manifesto that continues to empower the lives of PLHIV and marked the beginning the HIV advocacy movement.

DHRPC BYLAWS
The DHRPC has bylaws to explain how the Planning Council operates and fucntions. The Rules and Membership Development Committee is responsible for reviewing and updating this document.

SERVICE CATEGORY REVIEW
A Service Category is a provision that is designed to serve a specific need for PLHIV. The link below provides an overview and description of the categories that are prioritized by the DHRPC.

PRIORITIES AND ALLOCATIONS CERTIFICATIONS
The DHRPC prioritizes and allocates funding percentages to service categories that support PLHIV in the Denver metro area. The link below will take you to the current and previous PSRA certificates.

SERVICE STANDARDS
Service Standards guide providers in how services are delivered and meet the expectations of the Ryan White Part A program. The Planning Council collaborates with the office of Denver HIV Resources (DHR) to identify standards for review through the Service Standard Committee.

DIRECTIVES
The Planning Council may ask for, or provide guidance to, the recipient (DHR) on service models to improve the delivery of services. Directives are meant to meet the priorities of PLHIV.

PLHIV FEEDBACK
The Planning Council appreciates hearing about successes, issues, and points of concern that impact PLHIV. This feedback can be addressed in different ways, including during the review of Service Standards or within Program Guidance notices that are sent to the system by the office of Denver HIV Resources (DHR).

ASSESSMENT OF THE EFFICIENCY OF THE ADMINISTRATIVE MECHANISM (AEAM)
Every year, the Planning Council evaluates how efficiently Ryan White Part-A funds are spent. This involves ensuring that the contract and invoice processes are completed in a timely manner. The AEAM provides active directives that promote the welfare of PLHIV in the Denver area.

INTEGRATED HIV PREVENTION AND CARE PLAN
In Denver, the development of the Integrated Plan is a collaboration with the Colorado Department of Public Health and Environment that receives Part B funding. The Integrated Plan is informed by the Statewide Coordinated Statement of Need (SCSN) and the Colorado Strategic HIV/AIDS Strategy (COHAS). The SCSN and the COHAS support decisions about how to deliver services for PLHIV.

Memorandum of Understanding (MOU)
The MOU is developed for the purpose of enhancing collaboration and clarifying responsibilities between the DHRPC and the office of Denver HIV Resources.

PLANNING COUNCIL PRIMER
The Ryan White Part A Planning Council Primer describes the purpose of the Planning Council and explains the essential function of the Ryan White Part A program. The primer is an informative go-to resource for council and community members.

CONFIDENTIAILY, CONFLICT OF INTEREST, AND DISCLOSURE AGREEMENTS
Planning Council members are required to disclose all affiliations when voting on DHRPC matters and may be prohibited from voting on certain affairs if conflicts are present. Each member must read and sign the Conflict of Interest (COI) form yearly. Additionally, Confidentiality Agreements must be reviewed and agreed by individual members of the council.
